The National Coordination Center operates within the General Secretariat of the Government, under the direct subordination of the Prime Minister, as a structure without legal personality. NCC-RO is headed by a state secretary, appointed and dismissed by decision of the prime minister.
The National Coordination Center (or NCC or NCC-RO) was designated within the meaning of art. 6 of Regulation (EU) 2021/887 of the European Parliament and of the Council of 20 May 2021 establishing the European Center for Cyber Security Industrial, Technological and Research Competence and the Network of National Coordination Centers.
NCC-RO is part of a new European management framework consisting of the European Competence Center in the field of cyber security - ECCC (in Bucharest) and a network of 27 national coordination centers - one in each state member - established by European Regulation (EU) 2021/887 of May 20, 2021.
This governance framework aims to pool and better coordinate investments in cybersecurity research, technology and industrial development across the European Union.
