NCC-RO is part of a new European management framework consisting of the European Competence Center in the field of cyber security - ECCC (in Bucharest) and a network of 27 national coordination centers.

The National Coordination Center operates within the General Secretariat of the Government, under the direct subordination of the Prime Minister, as a structure without legal personality. NCC-RO is headed by a state secretary, appointed and dismissed by decision of the prime minister.

The National Coordination Center (or NCC or NCC-RO) was designated within the meaning of art. 6 of Regulation (EU) 2021/887 of the European Parliament and of the Council of 20 May 2021 establishing the European Center for Cyber ​​Security Industrial, Technological and Research Competence and the Network of National Coordination Centers.

NCC-RO is part of a new European management framework consisting of the European Competence Center in the field of cyber security - ECCC (in Bucharest) and a network of 27 national coordination centers - one in each state member - established by European Regulation (EU) 2021/887 of May 20, 2021.
This governance framework aims to pool and better coordinate investments in cybersecurity research, technology and industrial development across the European Union.
