Call for proposals
The European Commission has recently opened a new call for proposals of the Digital Europe Programme (DEP). A dedicated budget of EUR 102 million is made available for deployment activities supporting National SOCs, the launch of Cross-Border SOC platforms, strengthening of the SOC ecosystem, the development of advanced key technologies and support for the implementation of EU legislation on cybersecurity and national cybersecurity strategies.
The projects funded by this call will be managed by the European Cybersecurity Competence Centre (ECCC). The call is open to businesses, SMEs, public administrations, and other entities from EU Member States and EEA countries.
The call for proposals aims to fund projects in a wide range of cybersecurity areas, divided in six topics:
- DIGITAL-ECCC-2024-DEPLOY-CYBER-07-SOC - National SOCs
- DIGITAL-ECCC-2024-DEPLOY-CYBER-07-SOCPLAT – Enlarging existing or Launching New Cross-Border SOC Platforms
- DIGITAL-ECCC-2024-DEPLOY-CYBER-07-SOCSYS – Strengthening the SOC Ecosystem
- DIGITAL-ECCC-2024-DEPLOY-CYBER-07-KEYTECH – Development and Deployment of Advanced Key Technologies
- DIGITAL-ECCC-2024-DEPLOY-CYBER-07-LARGEOPER - Preparedness Support and Mutual Assistance, Targeting Larger Industrial Operations and Installations
- DIGITAL-ECCC-2024-DEPLOY-CYBER-07-CYBERSEC-02 – Support for Implementation of EU Legislation on Cybersecurity and National Cybersecurity Strategies (2024)

Call for expressions of interest
The support of SOCs is key for the establishment of the European Cybersecurity Alert System. The SOCs will build and enhance coordinated detection and common situational awareness capabilities, as envisaged by the EU Cyber Solidarity Act. The Digital Europe Programme offers a combined budget of EUR 42.8 million dedicated to support SOCs. It is very important to remember that to be eligible, applicants of the SOC categories of the call for proposals must apply as well to the call for expressions of interest.
The call for expressions of interest aims to select entities that support European Security Operations Centres (SOCs). This can be done by either hosting and operating new SOCs or enlarging existing ones, for both national and cross-border SOCs. Applying to the call for expressions of interest is mandatory for the applicants of the SOC categories of the call for proposals. The deadline for both of them is 21 January 2025 (17:00 CET).
Background
The Digital Europe Programme (DEP) is an EU funding programme focused on bringing digital technology to businesses, citizens and public administrations. This objective is achieved by supporting projects in key areas such as advanced digital skills, artificial intelligence, supercomputing and cybersecurity. The projects in the cybersecurity area are managed by the European Cybersecurity Competence Centre (ECCC), and several calls are announced annually to participate.
