Introduction

National and cross-border Cyber HUBs are a result of the EU Cyber Solidarity Act, which entered into force on 4 February 2025. The Cyber Solidarity Act plans the establishment of the European Cybersecurity Alert System to improve the detection, analysis and response to cyber threats. This system will be composed of national and cross-border Cyber HUBs across the EU, who will use advanced technology such as Artificial Intelligence (AI) and data analytics to detect and share warnings on threats with authorities across borders.  

The European Cyber Solidarity Alert System is funded under the Strategic Objective 3 “Cybersecurity” of the Digital Europe Programme, managed by the European Cybersecurity Competence Centre (ECCC).  

The funding mechanism includes two interrelated calls: a call for expression of interest and a call for proposals. Each applicant will have to submit an application to both workstreams.
