What is the European Cybersecurity Competence Community?

Pursuant to Article 8(2) of Regulation (EU) 2021/887, the European Cybersecurity Competence Community (the Community) brings together key European stakeholders with expertise and interests in cybersecurity. Its members include industry representatives, including SMEs, academic and research organisations, civil society organisations, public entities, and, where appropriate, European standardisation organisations. The Community also includes stakeholders from sectors that have a significant interest in cybersecurity and are exposed to cybersecurity challenges.

As the broad network supporting the mission of the European Cybersecurity Competence Centre (ECCC), the Community provides a platform for collaboration among organisations with expertise in technological, industrial, academic, research, operational, ethical, training, and standardisation aspects of cybersecurity.

The Community is composed of:

  • Product suppliers and service providers (industry);
  • Academic and research organisations;
  • Civil society organisations and business associations;
  • European standardisation organisations;
  • Public entities, administrations and state services;
  • Stakeholders from sectors with an interest in cybersecurity and specific cybersecurity challenges.

In addition, the Community involves:

  • National Coordination Centres (NCCs);
  • European Digital Innovation Hubs (EDIHs), where relevant;
  • Union institutions, bodies, offices and agencies with relevant expertise, such as ENISA.

Entities established in an EU Member State may apply to join the Community by demonstrating both their ability to contribute to its mission and their cybersecurity expertise in at least one relevant domain, such as research, industry, training, operations, ethics or standardisation. Applications are first assessed by the relevant National Coordination Centre and, following a positive assessment, the entity is registered as a Community member by the ECCC.

Membership offers access to a trusted, Europe-wide network of cybersecurity experts and organisations. Community members can contribute to shaping the strategic priorities and work programmes of the ECCC through participation in Community activities and working groups. They also benefit from enhanced opportunities for networking, collaboration and knowledge sharing across the European Union. Furthermore, membership facilitates access to expertise, partnerships and participation in EU-funded cybersecurity initiatives and projects, while increasing visibility within the European cybersecurity ecosystem and supporting the uptake of research and innovation results.
