INCIBE, as National Coordination Centre, organised a workshop on European funding for R&D&I in cybersecurity in the Spanish Presidency with the European cyber ecosystem

The Spanish National Institute for Cybersecurity (INCIBE), an entity under the Ministry of Economic Affairs and Digital Transformation, through the Secretary of State for Digitalisation and Artificial Intelligence, has organised the 'NCC Workshop on Cybersecurity in the Spanish Presidency'. INCIBE is organising this conference in its role as the National Coordination Centre (NCC-ES) in Spain of the European Centre of Competence in Cybersecurity (ECCC). The initiative brought together (both in person and online) around 40 representatives of the NCCs, the European Commission, the European Cyber Security Agency (ENISA), the OECD and representatives of the European cyber ecosystem, coinciding with the start of the Spanish Presidency of the Council of the EU and the closing of the Cybersecurity Summer BootCamp.

The aim of the workshop was to open an in-depth dialogue to boost the participation and weight of SMEs and the innovation ecosystem in cybersecurity R&D&I initiatives funded by the European Union. European SMEs represent a very high percentage of the EU's productive network, and are an essential part of progress in the European Digital Strategy.

The workshop, which took place in León today, also allowed for an interregional dialogue between cyber actors from the European Union and public policy makers participating in the Summer BootCamp.
 

SMEs crucial to cybersecurity

SMEs are crucial players in the EU cybersecurity sector and can provide cutting-edge solutions thanks to their agility. However, small businesses are a clear target for cybercriminals, mainly because they have a smaller budget, fewer resources and are therefore more vulnerable than others.

It is therefore necessary for the ECCC and the network of NCCs to support SMEs, to facilitate their access to knowledge and R&D&I results, in order to enable them to become sufficiently secure, competitive and contribute to the Union's leadership in the field of cybersecurity.

In this context, INCIBE, as the National Coordination Centre of the European Centre of Competence in Cybersecurity, together with the other NCCs, is working towards R&D&I funding opportunities to help establish best practices for cyber capacity building.
 

One year as Spanish National Coordination

INCIBE was designated in 2022 by the National Cybersecurity Council as Spain's National Coordination Centre, constituting one of the 27 national coordination centres of the European Cybersecurity Competence Centre.

The National Coordination Centres act as a point of contact and coordination from the European Centre of Competence in Cybersecurity at national level, and cooperate with other relevant actors, industry, the public sector, the academic research community, and citizens, taking into account national and regional cybersecurity challenges in each country.

Its mission also includes the implementation of cross-border projects and joint actions financed through the EU, which become part of the national production system through instruments such as cascade financing, which enable the granting of aid to third parties. This provides technical and financial support, especially to SMEs, facilitating access to knowledge, connecting to potential markets and accessing funding..

Likewise, the National Coordination Centres have the mission of creating a public-private community of expertise at national level that brings together the existing knowledge in the field and helps to outline national priorities for research and capacity building, taking into account the casuistry, peculiarities and level of maturity in this field in each country.
 

What is INCIBE

INCIBE, como Centro de Coordinación Nacional, organiza un taller sobre financiación europea en I+D+i.
 

El Instituto Nacional de Ciberseguridad de España (INCIBE), entidad dependiente del Ministerio de Asuntos Económicos y Transformación Digital, a través de la Secretaría de Estado de Digitalización e Inteligencia Artificial, ha organizado el ‘Taller de NCC sobre ciberseguridad en la Presidencia española’. INCIBE organiza esta jornada desde el rol de Centro de Coordinación Nacional (NCC-ES) en España del Centro Europeo de Competencia en Ciberseguridad (ECCC). La iniciativa ha reunido (tanto de forma presencial como online) a cerca de 40 de representantes de los NCCs, la Comisión Europea, la Agencia de Ciberseguridad Europea (ENISA), OCDE y representantes del ecosistema cibernético europeo, coincidiendo con el inicio de la Presidencia española del Consejo de la UE y con el cierre del Cybersecurity Summer BootCamp.

El objetivo del taller ha sido el de abrir un diálogo profundo para impulsar la participación y peso de las pymes, y el ecosistema de innovación, en las iniciativas de I+D+i en ciberseguridad financiadas por la Unión Europea. Las pymes europeas representan un porcentaje muy elevado del tejido productivo comunitario, y son una pieza esencial para avanzar en la Estrategia Digital Europea.

El workshop, que ha tenido lugar en la capital leonesa durante el día de hoy, también ha permitido un diálogo interregional entre actores ciber de la Unión Europea y responsables de formulación de políticas públicas que participan estos días en el Summer BootCamp.

Las PYMEs cruciales en ciberseguridad

Las PYMEs son actores cruciales en el sector de la ciberseguridad de la UE y pueden aportar soluciones de vanguardia gracias a su agilidad. Sin embargo, las pequeñas empresas son un claro objetivo de los ciberdelincuentes, principalmente por tener menos presupuesto, menos recursos y, por tanto, ser más vulnerables que el resto.

Por lo tanto, es necesario que el ECCC y la red de NCCs presten apoyo a las PYMEs, para facilitar el acceso de las mismas a los conocimientos y resultados de

la I+D+i, a fin de permitir que éstas se convertían lo suficientemente seguras, competitivas y contribuyan al liderazgo de la Unión en el ámbito de la ciberseguridad.

En este contexto, INCIBE, como Centro de Coordinación Nacional del Centro Europeo de Competencia en Ciberseguridad, junto al resto de NCCs, trabajan en la consecución de oportunidades de financiación de I+D+i, que ayuden al establecimiento de mejores prácticas para la creación de capacidades cibernéticas.

Un año como Centro de Coordinación Nacional de España

INCIBE fue designado en el 2022 por el Consejo Nacional de Ciberseguridad como Centro de Coordinación Nacional de España, constituyendo uno de los 27 centros nacionales de coordinación del Centro Europeo de Competencia en Ciberseguridad.

Los centros de coordinación nacionales actúan como punto de contacto y coordinación del Centro Europeo de Competencia en Ciberseguridad a nivel nacional y cooperan con el resto de agentes competentes, la industria, el sector público, la comunidad académica de investigación y los ciudadanos, teniendo en cuenta los retos nacionales y regionales en materia de ciberseguridad de cada país.

Su misión también incluye la puesta en marcha de proyectos transfronterizos y acciones conjuntas financiadas a través de la UE, que se integren en el tejido productivo nacional a través de instrumentos, como la financiación en cascada, que habilitan la concesión de ayudas a terceros. De esta forma se podrá prestar apoyo técnico y económico, en especial a las pymes, facilitando el acceso a los conocimientos, conectando con mercados potenciales y accediendo a la financiación.

Asimismo, los centros de coordinación nacionales tienen la misión de crear una comunidad público-privada de competencias a escala nacional, que aglutine el conocimiento existente en la materia, y que ayude a perfilar las prioridades nacionales de investigación y de desarrollo de capacidades atendiendo la casuística, peculiaridades y nivel de madurez en esta materia, de cada país.
