New ECCC call for proposals to reinforce Cross-Border Cyber Hubs is now open for applications

The European Cybersecurity Competence Centre (ECCC) launched a new call for proposals under the Digital Europe Programme (DEP), with a total budget of up to EUR 4 million.

The Cyber Solidarity Act foresees the establishment of a pan-European network of Cyber Hubs as part of the European Cybersecurity Alert System. This includes support for developing and consolidating the the National Cyber Hubs and the Cross-Border Cyber Hubs, together with the relevant IT infrastructure, tools and services.

The Cross-Border Cyber Hubs platforms will contribute to enhancing and consolidating collective situational awareness and capabilities in detection and Cyber Threat Intelligence (CTI). They will support the development of more effective data analytics, detection, and response tools through the pooling of large amounts of data, including newly generated data from consortium members.

These platforms should serve as central points enabling a broader pooling of relevant data and CTI, facilitating large-scale dissemination of threat information among a wide and diverse community of actors (e.g. CERTs/CSIRTs, ISACs, operators of critical infrastructures).

To support the activities of a Cross-Border Cyber Hub, two workstreams are foreseen:

  • A Joint Procurement Action with the Member States participating in the Cross-Border Cyber Hub: covering the procurement of the infrastructure, tools, and services needed to build the Hub.
  • Building up and running the Cross-Border Cyber Hub, supported by a grant covering preparatory activities, cooperation with stakeholders, and other operational needs.

Applications must cover both workstreams and will be subject to an evaluation procedure. Grants will be awarded only to applicants that successfully pass the evaluation of the Joint Procurement Action.

Proposals may be submitted from 9 December 2025 until 28 May 2026 – 17:00 CET.

Background 

Digital Europe Programme is implemented by multiannual work programmes and supports investments in the following sectors: High Performance Computing; Cloud, data and Artificial Intelligence; Cybersecurity and Advanced digital skills.  

The ECCC implements the ‘Specific Objective 3: Cybersecurity and Trust’ from the DEP Regulation (EU) 2021/694. The Digital Europe Cybersecurity Work Programme for 2025-2027 and its amendments complement the main DEP WP and are approved by the ECCC Governing Board. 

Digital Europe Programme is financed by the 2021-2027 Multiannual Financial Framework of the European Union.
